What it does not tell you is that a ₹60 lakh budget is really three very different budgets, and they buy three very different homes.

Most buyers search by price and assume the bands differ only in address and amenities. They also differ in tax, and that difference is worth lakhs. We come to that in a moment. First, the prices themselves.
The cheapest areas for a 2 BHK in Ahmedabad
The cheapest 2 BHK flats in Ahmedabad under 60 lakhs are not spread evenly across the city. Ahmedabad gets cheaper as you move east and south, and more expensive as you move north and west. That is the whole map in one sentence. The table below gives the current price bands for a 2 BHK in each belt.

Two things stand out. First, the difference between the cheapest belt and the median is about ₹25 lakh — roughly the price of a second flat. Second, the cheap belt is not a slum. Narol, Naroda and Vatva are working, connected parts of Ahmedabad with schools, hospitals and the Ring Road. They are cheaper mainly because they are further from the western job corridor, not because they are worse places to live. This is where most of the genuinely affordable 2 BHK flats in Ahmedabad are.
A note on area. Ahmedabad builders usually quote size in square yards of super built-up area, not carpet area. One square yard is about 9 square feet, so a "115 sq yd" flat is about 1,035 sq ft super built-up — and your actual usable carpet area will be noticeably less. Why the sticker price is not the price
Every price you have read so far is a sticker price. It is not what leaves your bank account. On top of it you pay three government charges, and together they add between 5.9% and 10.9% to the cost of the flat.
- Stamp duty — 4.9%. Charged in Gujarat on the higher of the agreement value or the jantri rate (the government's own guideline value for that land). Same rate for men and women.
- Registration fee — 1%. Also on the higher of jantri or agreement value. Waived completely if the buyer is a single woman.
- GST — 0%, 1% or 5%. This is the one that moves the most, and the one nobody explains. It depends entirely on whether the flat is ready and how much it costs.

Look at the last column again
A flat advertised at ₹58 lakh — comfortably "under 60 lakhs" by every listing filter — actually costs you ₹64.32 lakh once the taxes are paid. It does not fit a ₹60 lakh budget at all. This is the single most common way an Ahmedabad buyer gets caught short at registration, and it has nothing to do with the builder.
The same maths works in reverse, and this is the number worth writing down. If ₹60 lakh is the total you can actually spend:
- On a ready-to-move flat, your sticker ceiling is about ₹56.6 lakh.
- On an under-construction flat above the affordable limit, it drops to about ₹54.1 lakh.
That ₹2.5 lakh gap is pure tax. Nothing about the flat changed.
The ₹45 lakh GST cliff
GST on an under-construction flat has two rates. 1% for what the government calls affordable housing, and 5% for everything else. Neither allows the builder to claim input tax credit.
To get the 1% rate, a flat must meet both conditions:
- The value is ₹45 lakh or less, and
- The carpet area is 90 square metres or less — about 968 sq ft.
Ahmedabad gets the bigger carpet allowance. The 60 sq m limit applies only to the six cities the GST Council counts as metropolitan — Bengaluru, Chennai, Delhi-NCR, Hyderabad, Kolkata and Mumbai-MMR. Ahmedabad is not on that list, so buyers here get 90 sq m. In practice almost every 2 BHK under ₹60 lakh in Ahmedabad clears the area test easily. The price test is the one that bites.
Because the rate applies to the whole price and not just the part above ₹45 lakh, crossing that line is a cliff. Here are two flats, one lakh apart.

So a flat that looks ₹1 lakh dearer is really ₹2.91 lakh dearer. If you are shopping between about ₹44 lakh and ₹50 lakh on an under-construction project, this is worth knowing before you negotiate — because a builder who can bring the agreement value to ₹45 lakh saves you far more than the discount itself.
GST 2.0, which took effect on 22 September 2025, did not change these rates. Residential property stayed at 1% and 5%. Ready-to-move flats pay no GST at all
This is the cleanest saving available to an Ahmedabad buyer, and it is almost never mentioned in a listing.
Once a building has received its completion certificate — in Gujarat, its BU permission (Building Use permission, the local authority's sign-off that the building may legally be occupied) — the sale stops being a construction service and becomes the sale of finished property. Finished property sits outside GST entirely. You pay zero GST.
What that is worth, at each of our three budgets:
- A ₹30 lakh flat: ₹30,000 saved.
- A ₹45 lakh flat: ₹45,000 saved.
- A ₹58 lakh flat: ₹2.90 lakh saved.
There is a second, larger saving hiding behind it. If you are paying rent while an under-construction flat is built, you carry both the rent and the loan EMI for the whole wait. On a four-year build at ₹12,000 a month, that is another ₹5.76 lakh — and it is money you never get back.
None of this makes under-construction a bad choice. New projects are cheaper per square foot, you get first pick of floors, and you pay in instalments rather than all at once. The point is only that the two options are not comparable on sticker price alone. We compared them properly here.


The ₹35 lakh line: who still gets a subsidy
Under the Interest Subsidy Scheme of PMAY-U 2.0, a first-time buyer can get an interest subsidy of up to ₹1.80 lakh on a home loan. The scheme draws a hard line at a house value of ₹35 lakh. Below it you may qualify. Above it you do not, by even a rupee.

Read that alongside the price table and something useful appears. The ₹27–35 lakh band in Narol, Vatva and Vastral is the only band in Ahmedabad where this subsidy is still reachable. A buyer choosing a ₹34 lakh flat over a ₹38 lakh one is not saving ₹4 lakh. They may be saving ₹4 lakh plus ₹1.80 lakh of subsidy — close to ₹6 lakh in total.
Buy in a woman's name and registration is free
Gujarat does not give women a discount on stamp duty. Everyone pays 4.9%. What Gujarat does give is a full waiver of the 1% registration fee when the property is registered in the name of a single woman.
The word "single" is doing real work there. The waiver applies to sole female ownership only. A joint registration in a husband's and wife's names does not qualify. Nor does a joint registration between two women.
- On a ₹27 lakh flat: ₹27,000 saved.
- On a ₹45 lakh flat: ₹45,000 saved.
- On a ₹56 lakh flat: ₹56,000 saved.
It is not a life-changing sum, but it is free, and many buyers register jointly out of habit without knowing it costs them. Weigh it against the other reasons for joint ownership — a joint home loan can raise how much the bank will lend you, and both owners can claim the tax deductions. What can you really afford on ₹60 lakh?
Two limits decide this, and most buyers only think about the first.
Limit one: what the bank will lend
The Reserve Bank caps how much of a property's value a lender may finance. For a loan up to ₹30 lakh, that is 90%. Between ₹30 lakh and ₹75 lakh, it falls to 80%. So on a ₹50 lakh flat, the most you can normally borrow is ₹40 lakh, and ₹10 lakh has to come from you.
Limit two: the taxes are not financeable
Stamp duty, registration and GST are generally not covered by your home loan. They come out of your own pocket, on top of the down payment. Put the two limits together and a ₹50 lakh under-construction flat looks like this:

Now run the same sum on a ₹30 lakh ready-to-move flat in Narol. The loan can be 90%, so ₹27 lakh. Your down payment is ₹3 lakh. GST is zero. Stamp duty and registration together are ₹1.77 lakh. You need ₹4.77 lakh in cash, not ₹15.45 lakh — and the EMI is roughly ₹23,400 a month instead of ₹34,700.
That is the honest answer to "what can I afford". For many first-time buyers in Ahmedabad, the binding limit is not the ₹60 lakh ceiling at all. It is the cash they can put on the table on day one. Why is this flat so cheap? Five checks before you book
A low price in Ahmedabad is usually honest. The east and south-east belts are cheaper because they are further from the western job corridor and the land costs less — not because something is wrong. But some cheap flats are cheap for reasons that will cost you later. These five checks separate the two, and they take an afternoon.
- Is the project registered with GujRERA? Search the project on the Gujarat RERA portal by name or promoter. An unregistered project that should be registered is the single biggest red flag at this price point. The registration also shows you the promised completion date, which is legally enforceable. - Does the building have BU permission? If a flat is sold as "ready to move", ask to see the BU permission certificate. No BU permission means the building is not legally fit for occupation — and it also means you may owe GST after all. Ask for a copy, not a verbal assurance.
- What is the jantri rate for that plot? Stamp duty is charged on the higher of your agreement value or the jantri rate. If the jantri value is above the price you negotiated, your stamp duty is calculated on the jantri figure, and your bill goes up. Check it on the GARVI portal before you finalise.
- Is the title clean, and is the land freehold? Get a lawyer to run a title search covering at least the last 30 years, and confirm the land is not agricultural, leasehold or under dispute. On a ₹30 lakh flat, a ₹10,000 legal check is cheap insurance. Our legal-check checklist.
- What will the commute actually cost? A flat 18 km from your workplace can quietly cost ₹4,000–6,000 a month in fuel and time. Over 20 years that is real money, and it belongs in the comparison just as much as the price. Do the drive at 9 am on a weekday before you decide.

- Nivas and Aashiyana are ready to move, so they pay no GST. On a ₹27 lakh flat, stamp duty and registration come to about ₹1.59 lakh, and that is the whole tax bill. All-in, roughly ₹28.6 lakh.
- Courtyard is under construction at ₹30 lakh, so GST applies — but at 1%, because it is far below the ₹45 lakh line. That is ₹30,000, not ₹1.5 lakh.
- All three are under ₹35 lakh, so a first-time buyer within the income limits can still look at the PMAY subsidy. Check with your lender, not with us.

What you give up at this price is location. Narol is south-east Ahmedabad, on the Narol–Aslali corridor.
